Notes tab to populate before Remarks

Under properties in Streamline admin V7, it has been requested by Delia with South King Fire #26048, that on the edit screen of a property, she wants notes tab to default to being first in the running remarks/notes tab. Right now remarks is the first tab to show and she would like the notes tab to be the first to show.
