Add more billing options to complexes

We had previously talked about having a fee schedule that was exempt but could carry an operational permit through billing for our high-rises. I am seeing a need for this as well in multi-tenant strip malls. We built out a complex for UTC shopping mall that has over 200 associated properties. We don’t want to bill for each of these properties as you can imagine how large the invoice would be. We would, however, like to be able to issue an operational permit to a specific business. This way the complex takes care of a bill for all of the square footage but each tenant could cover their own operational permits. This would require the ability to send the permits to a complex responsible property which I’m not sure it could right now.
