Display the Inspection report in the same order as the checklist for Violations

When using the print on Report option for a Question or when issuing a violation, the report uses the order in which the Questions are processed to show on the report.

this leads to confusion as it should be the order in which Questions are displayed on the mobile app. and it is most of the time, but if a question is changed or moved this is not reflected on the position in the report, this is Really noticeable when Showing questions on the report.
